your probably dealing with a cheep rattle can paint that someone put on there. just a tip, i do and have done hundreds of tins and the best way is to REMOVE ALL the paint. the parts are small and take very little time to strip. it only takes one or two times like you have here and you start going backwards, wasted time and materials.
