Adding retarder to 2k clearcoat

I think I screwed up. I used the cheap (I know :knockout: ) clearcoat from Amazon. It was drying VERY orange peeled, I'm talking like the surface of the moon orange peel.

So I have an old can of Martin Senour "universal" retarder left over from my first paint project from long, long ago. '90 ish. (I know again :knockout: )

I added the max, which wound up being about 10%. So.....when I'm done painting, I always put the left over clear into an old prescription bottle. It usually hardens in less than a few days and I throw it away.

This time it didn't harden! I was able to wet color sand the clear, but I'm afraid it didn't harden up all the way. It felt kind of rubbery under the sandpaper. I'm thinking the worst. Could retarder cause this? Guess I'm looking for some advice.
