Did it breed? It's not shrinkage they're "fry-ups", where the thinners in the base coat has attacked something in the substrate, usually a sanded edge exposing a 2K primer. Insufficient coverage with a sealer like epoxy and then putting the base on way too heavy. I just don't understand why you'd bother uploading postage stamp sized photos that can't be enlarged for closer inspection but more information would make answering a bit easier. I can't work out whether you've done a crappy job of clearing over that base or the base was just so thick and wet that it's dried almost glossy. If the former then gently sand any surface roughness down with P800, but do NOT go through the clear. If you break through you'll have to spot prime and blend more base over the repair. Otherwise just lightly blend some base over the affected area and reclear. If the latter then gently sand back the rough area with P1500 dry until smooth. GENTLY! Don't tear it. Keep changing the orientation of the sandpaper so you're using a new area. Then put a very light coat of base over the affected area. Allow to flash and repeat a couple of times. The coats MUST NOT BE WET. Allow to fully flash and then scuff and recoat the whole panel with base since, by the time you do this, it will be well out of its' recoat window. Allow to flash then clear. Make sure you're wearing full PPE gear when doing this. You can't use Prepsol or a water cleaner on basecoat or fresh clear so the tiniest fingerprint or oily mark will ruin your job forever. Tack gently and blow using clean, dry air to remove any dust. To add to this please post what you put the product over ( the old paint what was it) the more info you give the easier it is to help you solve this problem.
