Problems with base coat PPG

I am painting my mustang and i had a run in my quarter panel, so i sanded the run out but went through to the primer. i thought no big deal and re sprayed it, it instantly ran and made the problem worse. Do i need to sand the whole quarter re-prime and then base coat again? I'm at a loss and very frustrated with this paint at this point, this is my first time painting anything with automotive paint. Any help would be appreciated. The base coat i used is PPG Omni. And the primer was PPG shopline.

What kind of primer did you use?
Did you wipe the panel down with anything before respraying?
What spray gun, tip size and set up?

Any pictures of the run area?

I Will get a picture when im home,
I used PPG shopline primer it used reducer and activator
I wiped the panel down with Kleanstrip Prepall before respraying/after sanding. I also sued it to wipe the entire car down prior to basecoating.
Im using a Devilbiss GPG gun with a 1.3 tip and HVLP cap
Im not 100% sure what you mean by set up, im sorry im a total painting newbie.

if applied right no one should get runs in their base coat, you most likely put it on to WET. also, cheap materials will magnify this problem. lets wait for further info.

Might not understand it could take 4 coats for proper coverage

Could be over reduced as well

I tried a Preps All solution one time and had adhesion issues. It wasn't the same brand as yours but I switched to a solvent based Automotive Wax and Grease remover after that and never looked back.

Pictures will help better identify your issue.

Too cover a sand through, base coat has to be put on with
very light coats and plenty of flash time in between.
To put it on heavy enough to run is way to much
at one time.
