Need help on getting my upper tie bar to bend back down

I’ve seen plenty of posts on people pulling out their upper tie bar / core support and I’ve been doing the same, but my hood lock support is tac welded to the upper and lower supports as shown in the attached photo, it’s making it hard to get it back down to the height and I thought maybe I just drill out the bottom welds, bend the top support back down, then the bottom support, and re-tac it. Just wondering if there’s any easier solutions thanks y’all.

I'm assuming it was in a collision? I'm not real sure what it is thats the problem. but the two holes in the upper core support could be filed out so the hood latch support two bolts will go in. keep n mined that in a front end collision even a minor one lots of things get bent even ever so slightly. that latch support looks like it received SOME damage. its really hard to see what happened here.
