How remove small white clearcoat specs all over car

Purchased a car, 2014 Dodge Avenger, that appears to have a clearcoat issue, where every body panel has hundreds of white specs (see pic ). Can this be repaired with wet sanding or require a new paint job?

If you close your eyes and run you fingers over these dots can you feel them? Looks like they are somwhat "etched" to me. If so you should feel them.
