I am in california and my painter told me that the paint I want, Axalta Hot Hues, can only be sent here as a water base, which he doesnt use. He only shoots solvent based. Is there any work around for this?

2 ways.......find a painter that will use water base (I had never used WB before and it really wan't that hard--granted I was only doing a bike tank and fenders) OR, send it to a neighbouring state and drive it or privately ship it to his shop. I assume a business cannot ship to Cali but perhaps an individual could. Maybe other ways?

If you have a friend that lives in a free state, you can have the order sent to him and then he can ship to you as "car parts."

Ya Have him get the Paint!
Don't get caught shipping or using Real paint in Communist California its not worth it.
Water born paint is not all that bad just have to have good airflow so the water flashes off just don't get in a hurry.

Why are you dead set on using Axalta Hot Hues?
I myself like Axalta products BUT I liked them before when they were Dupont.
BUT I no longer have a local jobber for them so I use different product brands now.
Their are many which are a much better quality than Axalta with better coverage and Value.
I.E. 2 coats instead of 4 or more!

I just like the color its bright and good hue. I looked at lemans, marina and mulsanne they were dull. Dont wanna go down the rabbit hole looking for the perfect color, the warp speed blue from axalta looks pretty good to me.

All you need is the Paint code for that Brand and color, The same color can be made by Any Paint MFG. I.E. You can take that Paint code for the Axalta and get it Mixed by PPG, or any other Paint mfg. You don't have to get Axalta.

That said I hate to get political on this web sight BUT this needs to be said in this conversation I think.

The Chevron doctrine which Banned chemical paints all over the USA But not in all states has just been struck down by the SCOTUS.
I be leave the draconian ban on chemical paint in California and many other states may be a thing of the past!

Their are over 40 years of regulations/laws that have been put in place by Government agency's (EPA, OSHA, and many many others 438) NOT The House and Congress that have been repealed by the SCOTUS. all I can say is "Why did it take this long?"

I am very excited about this ruling myself!
This really is a very big deal! This is good for ALL Americans! American Businesses Big and SMALL!!!!!
