repaint procedure question

Thanks to all who answered my previous questions. Mechanically restored '90 BMW, now I want to do the paint. The previous owner used a 3M pad or handfuls of gravel to try to rub out paint. I think it was clear coated but it's almost sad to look at now; no gloss. However, the primer isn't showing through anywhere, no rust, etc. What are the steps for repainting the original color? Do I need primer, or just a sealer? Would SS urethane be the way to go? I hope to keep this car a long time and I don't mind buying better grade of paint.

I love to see people "restoring" cars from the 80's and early 90's. It's an uncommon thing to do, but I enjoy seeing cars from these years like they just drove out of the showroom. Good luck with your project.
