Back side of Wheelwell repair

Hello I am a newbie at repairing my wheelwell on my 92 rangers.

I have cut out the rust, welded new steel and am about ready to start the body filler process.
I have found a lot of good information on how to complete these steps but I have not seen any info on what to do about the back side. once I am done what process should I do to keep rust from starting again from the back side where there is untreated new steel as well as cut old steel.

rubber undercoading?
body filler? - Although I understand body filler is not water proof

Any experiences on how to prevent rust from starting from the back side above the tires.

Generally you would use weld through primer on the the new metal you installed.
Apply a quality epoxy primer to all the bare metal you can reach. Paint brush works fine for areas that won't be seen.
After the epoxy cures you can shoot some bed liner or undercoating.
