Hi Bob
Killer Project very cool! wish I had a Shoe box I have several BB chevys in pieces parts.

First off you gotta finish welding that panel on Just me but Hammer welding or Tig welding would be my Preference.
Then you got to get rest of car ready for paint then a Good solid coat of Epoxy if all bear metal followed by Sanding Then a good amount of fiberglass filler work were needed and regular filler work followed by a good amount of sanding then follow up that with a solid coat of Hi build Primmer followed by even more sanding and then a Good Hi quality Polly Primer IF NEEDED followed by yet even more Sanding Then yet another round of Hi build primer followed by even More sanding Then if your lucky Two- three coats of Base coat depends on color followed by two to three coats of Clear followed by even more sanding then a Flow coat of Clear If you like and a quick sanding at 1200 and then final Polishing. then your done! IF it all goes as Planned.

That looks like a lap weld seam to me, so you will have to just do the dot type welds on it, but take it slooow (let them cool without air or water) and spread the dots out so you don't overheat the panel. You don't want the welds to cool too quickly.

They are usually just drilled out, or use a hole punch. Give us some info on where you need plug welds, they should have been done before attaching the 1/4.
