How are these metal parts held together?

Hello. I recently bought a 2015 Toyota Corolla that had some front damage. I was able to replace most parts, but I'm a bit stumped by one of them.

I bought a replacement "upper tie bar" (Toyota part number 53205-02210), but when I installed it, I realized that it didn't come with the two hood bumper brackets (Toyota part number 52141-02150) that the original upper tie bar had.

Unfortunately, I don't think Toyota sells a combined part that includes both of these part numbers. I'm attaching some pictures of the old upper tie bar that includes the hood bumper brackets, as well as the new upper tie bar without bumper brackets.

If someone can help me identify how to put the new hood bumper brackets (that I still need to buy) on the new upper tie bar, I'd appreciate it. Thanks in advance.

In that first pic the part appears to be Spot welded. The small round imprint in the metal gives it away.

I would drill through the spot welds to remove it from old part and Locate it on new piece in the correct location and weld it on your new piece with a Mig welder. (Plug weld it)

Or I might repair the drilled holes in the piece first and then Spot weld it back on with My Spot welder But I have all the equipment to do that not everyone does! Also depends on how I want the repair to look when done as to how I would do it.
