Hey guys, this kind of falls between fab and paint. Curious what the proper practice is for coating the hidden side of a replacement panel ie. Quarter Panel, fender etc.. Should the primer coating be removed and shot with a primer, then a satin black? I assume the mating edges should then be ground down, and sprayed with weld through primer prior to plug welding along the seam?

No you dont need to remove Black Ecoat if its real Ecoat a simple Lacquer soaked rag wipe will tell you if it is Ecoat or not if the coating wipes off its not Ecoat lol.
If it wipes off ya clean it all off, if it is Ecoat Scuff it with Scotchbrite if you plane to spray it with Epoxy or leave it alone Ecoat pretty tough stuff. Only need to sand back on edges you plane to weld on about an inch is fine. Weld through Primer is Good for Plug welds. I don't care much for the stuff myself, You may wanna practice a bit with the stuff if you've never used it before It is a contamination in your weld Zinc mainly does funny stuff Not like welding clean metal.
