Little help with 46 steering wheel polish

Have a 46 IHC steering wheel that I restored and laid on clear (eastwood 2K clear). And first two layers went on great then on last two I had one run and some dust particles. I did lay in a drop of clear on small creators. How should I go about polishing? I want to be careful and not go crazy looks like it only need a little work. I do have that red polishing cone I could use, or do I need lambs wool? Will and simple scratch remover compound work or do I need to do like 3 steps of different polish etc. And what grit would be good, also wet or dry? Thanks guys.
P.S. Also noticed near run, it has a slight milky appearance will that eventually clear or dry out?
