Removing Scratches From CC

This is my second paint job and so far the most aggravating. My first Cut/Buff experience went pretty well. Had no complaints what so ever. But this time i'm having troubles getting scratches out of my clear coat after wetsanding. I've tried different techniques such as. handsanding 1000-1500-2000-3000 sanding in 1 direction. Then the DA dry 1500-2000 wet 3000. At first i thought maybe the scratches were primer shrinkage but i can get the scratches out but its taking a ton of sanding and buffing. More then normal i'd say.

The Equipment i'm using are

6 inch Rotary Polisher: DEWALT DWP849X
3 Inch Orbital Polisher: Adam's Swirl Killer 12mm LT Mini Polisher
Sander: TCP Global Brand 6" DA Sander w/ 6 inch interface pad
Compound: 3M Perfect-It 16oz Buffing & Polishing Compound
6 inch Pads: TCP Global Ultimate 6 Pad Buffing and Polishing Kit
3 inch Pads:Car Foam Drill Polishing Pad Kit 22 PCS, 3 Inch Buffing Pads

Is the clear aged longer than before?
Some of them can get rock hard after only a few days.

i tried one of them foam pads for the rotary. went back to wool real quick.

Rotary, twisted wool pad and Meguiar's M-100.
