How to put in new studs for rebar?

Hello,

I am not a professional. This weekend I was taking off the reinforcement bar and had to grind and drill into the stud in order to get it off. But now I am wondering how to get the stud back? What is the proper way to do this? Is it essentially a bolt welded from the other side? Thanks for your help.

You might look and see if you can get access from above through the floor but I doubt it.

I would cut the cap off Frame rail and weld a new piece on if it with new studs or bolts if it were me doing it.
