Will high build urethane primer fill these cracks scatches?
I have sanded and sanded and they won't go away. Unless I go to metal. I really didn't want to do that .
I barely feel them with a finger nail.

In my opinion NO, the primer will cover them BUT they will come back. the substrate has failed for some reason. such as heavy paint build, incompatible materials, improper dry times, improper mixing of products, just to name a few. your best way is to sand it all off.
