Yes you can clear over SS and yes you need to Scuff the SS, I would level out OP before clear, If you sand through SS you'll have to reapply SS.
You should be fine with 1000-1200

Ok so I could apply some color just over the sand trough and apply clear wet on wet? The brand of paint I’m using has the same hardeners and thinners for both clear and SS.

Not recommended. Better to put a little primer on the rubthrough to seal up the edges and reduce the risk of frying up. Chris

Yes. Once you gone through any layer, even the top one, the feathered edges are the danger spot that will fry up if exposed to thinners. They need to be covered with primer.

It can happen with any layer but activated/hardened layers are actually the most sensitive, despite rumours to the contrary. The thinners in what you're spraying gets under the thin layers at the edge, where feathered, and softens it. Result is wrinkling.
